Volunteering or Bayanihan plays a vital role in the country’s development. The NSCB Survey in 2010 provides credible evidence of the economic value of volunteers; “The total value of volunteer work reached P44.5 billion in 2009, from P20.1 billion in 2000. On the average, the value of volunteer work increased annually by 10.2 percent at current prices and by 6.4 percent at constant prices, during the 9-year period from 2000-2009”. Moreover, volunteering promotes responsible citizenship and provides insights into social value that volunteers contribute to the local communities and to the development agenda nationwide.
In 2001, the declaration of the International Year of Volunteer (IYV) reports myriad of volunteer activities nationwide and also paved the way to various initiatives in enhancing recognition, facilitation, networking and promotion of volunteer service. Subsequently, a series of consultation meetings among volunteers and volunteer managers revealed a common aspiration for a mechanism that would facilitate the exchange of learning and resources among volunteers. Thus, the birth of VOICE.
VOICE is a network of volunteer organizations and volunteer service programs which aimed for a sustained volunteer service through a community of volunteers contributing to the building of a just Philippine society. To give recognition to outstanding volunteering practices, VOICE launched Gawad V on 30 November 2011. A tribute to volunteer programs/institutions who go above and beyond and exemplify the true potential of volunteers to make a difference for nation-building. Likewise, to take part in IYV+10 to consolidate the success attained and build on the momentum created by IYV in the last 10 years.

OBJECTIVES
- To recognize volunteering efforts and their accomplishments in nation-building;
- To provide avenue for collaboration with/among government agencies, volunteers organizations, the academe, and business sectors and
- To consolidate best volunteering initiatives as tool in enhancing national volunteering policies.
